Technically, you cannot transfer between different Budget Systems. Budget Systems are separate, and cannot interact. You can, however, achieve the effect of transferring between different Budget Systems by making a debit from an Account in one System, and then making an equal credit to the Account in the other System.
Note that if you did this, the two transactions would be completely separate; if one were edited or deleted, the other would stay the same.
